Neuro is from a manga and anime and gawd he's awsome xD
i drew the picture all with color pencils and then edited it on photoshop~ srry for bad handwriting.... ;3; and crappy background.... i really have to make myself have more patience >A>; i kinda drew him in my style i dunno~

LOL that's an awesome face. You've gotten better with the shading. 
The only thing I would say to fix is the top middle part of the lip where it dips. I think its a bit too far apart but other than that it looks fantastic. <3
